FBR Digital Invoicing for a new business

If your new business is already registered for sales tax and issues its invoices through FBR Digital Invoicing, you need a Digital Invoicing registration in IRIS, a passed sandbox test and your products' FBR details. Bilkul does not register businesses for sales tax.

What to have ready

About your business

  • Your legal name, NTN or registration number, address and FBR province, as IRIS shows them.
  • Your business activity and sector, as you registered them.
  • Your company's own IRIS login, to apply for Digital Invoicing.

About what you sell

  • For each product or service: its HS code, unit, sale type and rate, picked from FBR's own lists. Bilkul guides you and checks nothing required is missing, but your business decides its tax treatment, so check anything you're unsure about with your tax adviser.
  • For Third Schedule goods, the retail price, which you enter on each invoice line.

About your customers

  • Each customer's NTN or CNIC and address. You can import existing customers from a CSV file.

In what order

  • Apply for Digital Invoicing in IRIS and get your sandbox token.
  • Post a test invoice for each scenario IRIS assigns you.
  • Get your production token from IRIS.
  • Send your first real invoice.

Each step is explained in how to connect your business to FBR digital invoicing.

Questions from new businesses

Can I make invoices before my production token arrives?

In Bilkul, setup comes first: until your production token is saved, you work in FBR's sandbox, where invoices are tests and not real tax records.

Do I need an accountant to start?

No. You can set up Bilkul, create invoices, have FBR check them and record payments yourself. Your business decides its tax treatment, so check anything you're unsure about with your tax adviser.
