Getting started

What is Bilkul?

Bilkul is invoicing software for Pakistani businesses registered for sales tax. You create invoices, send them to FBR Digital Invoicing and keep FBR's answers, your customers and your payments in one place.

Who is it for?

Businesses that issue sales tax invoices through FBR Digital Invoicing: wholesalers, distributors, manufacturers, suppliers and service providers registered with FBR. It also suits accountants who look after several companies.

I'm starting a new business. Is Bilkul for me?

Yes, if your business is registered for sales tax and issues its invoices through FBR Digital Invoicing. Bilkul does not register businesses for sales tax, and it doesn't make invoices for businesses that aren't registered yet.

Can I use Bilkul on my own, without a team?

Yes. One person can run everything from their phone or computer. When you grow, invite your team with the right role for each person: owner, admin, accountant, sales or viewer.

Do I need an accountant to use Bilkul?

No. You can create invoices, have FBR check them and record payments yourself. Bilkul suggests each product's FBR details from FBR's own lists, but your business decides its tax treatment, so check anything you're unsure about with your tax adviser. Your accountant can also join your company in Bilkul with their own sign-in.

How do I sign up?

There is no public sign-up form. Contact us and we create your company account, then send your owner a secure invite link. Your owner invites the rest of the team.

Can I see it before I commit?

Yes. Book a demo. During setup you also work in FBR's sandbox, where invoices are tests and not real tax records.

Can I bring my existing customers and products?

Yes. Import them from a CSV file, up to 1,000 rows at a time. Every row is checked and previewed before anything is saved. Your old invoices stay in your previous system: Bilkul never sends them to FBR again.

The app on your phone

Does it work on my phone?

Yes. Bilkul runs in any up-to-date browser and installs on your phone or computer like an app. Sending invoices to FBR needs an internet connection.

How do I install the Bilkul app on my phone?

No app store needed. Sign in to Bilkul in your phone's browser, then:

  • Android: tap Install app at the top of Bilkul, or choose Install app or Add to Home screen in Chrome's menu.
  • iPhone: in Safari, tap the Share button, then Add to Home Screen.

Bilkul then opens from your home screen like any other app.

Can I send invoices to FBR from my phone?

Yes. On your phone you can create and finalize invoices, have FBR check them, submit them and see FBR's answer for every line. What you can do depends on your role in the company.

How do I send an invoice to my customer from my phone?

Open the invoice and tap Download PDF. The PDF is saved on your phone, so you can send it to your customer on WhatsApp or by email. Quotes have the same button.

Is it the same account on my phone and my computer?

Yes. Sign in with the same email and password, and you see the same companies, invoices and customers everywhere. Light or dark mode is chosen on each device.

Does the app work without internet?

Bilkul needs the internet to load and save your records and to send invoices to FBR. If your connection drops, the app still opens and shows Offline at the top. An invoice cut off in the middle of sending is marked "outcome unknown", and nobody can resend it until someone checks what FBR received.

Do I need to update the app?

No. Bilkul updates itself: each time you open it with an internet connection, you get the latest version.

Can I use Bilkul in dark mode?

Yes. Choose Light, Dark or Match device. On a phone, tap the round + at the bottom, then choose under Appearance. On a computer, use the button at the top that shows Light, Dark or Match device.

FBR Digital Invoicing

What do I need to connect to FBR?
  • Your business registered for Digital Invoicing on IRIS.
  • The Digital Invoicing token IRIS issues: a sandbox token first, then a production token.
  • Your NTN or registration number and FBR province, as IRIS shows them.
  • Bilkul's server address added to the allowed IP list in your IRIS Digital Invoicing registration. We give you the address during setup.
Do I need to give you my IRIS password?

No, never. You paste only the Digital Invoicing token. Bilkul stores it encrypted and never shows it again.

Is Bilkul part of FBR?

No. Bilkul is independent software. It works with FBR's published Digital Invoicing API, using the token IRIS issues to your business. It is not an FBR product, and FBR does not endorse it.

What are FBR's sandbox scenarios?

Before IRIS issues a production token, it asks you to post test invoices for a set of scenarios that depends on your business activity and sector. Bilkul's guided setup reads your IRIS registration, lists your scenarios and prepares a test product, buyer and draft invoice for each one it supports.

Which kinds of sales does Bilkul support?

Goods and services, to registered and unregistered buyers, at standard, reduced, exempt and zero rates, including Third Schedule retail price items and SRO rates. A few sale types with fixed or compound rates are not supported. We check yours during the demo.

Does it handle provincial sales tax on services?

No. Bilkul sends invoices only to FBR Digital Invoicing. Sales tax on services collected by a provincial authority, such as PRA, SRB, KPRA or BRA, is outside what it does.

What happens when I send an invoice to FBR?

First you validate it: FBR checks the invoice and answers valid or invalid for the whole invoice and for each line. A valid invoice can then be submitted. FBR either accepts it and issues an FBR invoice number, or rejects it with error codes. Bilkul shows an invoice as accepted only when FBR accepted it and issued that number.

What if FBR rejects an invoice?

You see FBR's error codes and messages for the invoice and for each line, so you know what to fix. An invoice FBR rejected or found invalid is never shown as accepted.

What if my connection drops while submitting?

The invoice is marked "outcome unknown" and is never resent automatically. An owner, admin or accountant checks with FBR and records what FBR received before any retry. That is how Bilkul avoids posting the same invoice twice.

Can I edit or cancel an invoice after FBR accepts it?

No. In Bilkul an invoice FBR accepted can't be edited, cancelled or deleted. FBR's own cancellation window is handled in IRIS.

Tax and invoices

Does Bilkul decide my tax rate?

No. You pick each product's HS code, sale type, rate and SRO from FBR's own lists. Bilkul guides you and checks that nothing required is missing, and FBR validates the invoice. Your business stays responsible for the tax treatment it chooses; Bilkul does not give tax advice.

How is tax calculated?
  • Value of supply: quantity × unit price, less any discount on the line.
  • Sales tax: the value of supply × the FBR rate saved on the product.
  • Further tax: suggested for unregistered buyers on taxed goods. You decide on each line.
  • Exact decimal arithmetic, with each amount rounded half up to two decimals.
What does the printed invoice show?

Your company and buyer details, the lines and the totals. An invoice FBR accepted in production also carries FBR's invoice number, QR code and Digital Invoicing logo, as FBR's technical specification asks.

Can I make quotes?

Yes. Quotes carry no tax and are never sent to FBR. When the customer agrees, convert the quote into an invoice draft with its prices and discounts.

Security and data

Who can see my company's data?

Only the people your owner or admins invite, with the role they are given. Every request checks that the person belongs to that company. Our admin tools don't open your invoices or customers; when support needs access, it is time-limited, limited in scope and recorded.

How is my FBR token protected?

It is stored encrypted in a secrets vault and is never shown again after you save it, on any screen or in any report. Only Bilkul's FBR connection service reads it, to talk to FBR for your company.

How are NTN and CNIC numbers protected?

They are encrypted with AES-256-GCM, masked on screen and revealed only on request to the roles allowed to see them.

Can I export my data?

Yes. Export your invoice register to Excel (CSV), and print or save invoices as PDF.

Pricing and support

How much does Bilkul cost?

Our first companies use it free during the pilot. Plans after the pilot are priced in Pakistani rupees, and you see the price before you commit. Ask us about pricing.

How do I get help?

Use any of the details on our contact page. Please never send passwords or FBR tokens by email or WhatsApp; we will never ask for them that way.
